EDIT: Nevermind, turns out it was an application that I had that altered screen brightness.
Whenever I go into settings to change the brightness level it will change momentarily and then revert. It doesn't matter where I put the slider, it will always be the same brightness. I have tried mat_monitorgamma, it is the same. It will change for a second and then revert.
