I've seen some videos floating around on how to run a Garry's Mod server accessible from the outside without setting up srcds. If this is possible, how can it be done?
If not, is there a UI available for srcds, making it easier to load maps and such?
Try -console in your server launch options?
Just find a tutorial, it's not that hard.

SteamCMD is easy to use, why do you want to run a server without it?
because i guess you have to wait for it to add the content to the server
