I realized that only the top most populated servers show up in Gmod's server browser. So how am I supposed to get my new server populated, if people can't even see it?
Add meaningless tags like [CUSTOM][SANDBOX][BUILDING][GAME]
On a more serious note, all you really need is around 4 or so starting players--the rest will join exponentially faster as the player count increases.
People love tags for whatever reason. Like [Custom][VIP][Printers]. Also, just invite a few friends and randoms will start to join.

[UNIQUE] is also a good one I believe.
