I'm having some sort of weird lighting bug in Garrysmod TTT

Anyone know whats going on here? Sometimes it flickers rapidly back and forth, sometimes it stays bright, sometimes it stays normal..

Its not just this map, its all maps.

I'm going to go ahead and say that I play on the same server as Zaeron, and no one else experiences this issue but him, after asking around before. This almost definitely makes it a clientside issue, to inform anyone who's helping to troubleshoot.
