Certain servers force me to redownload all workshop content on each new connection or mapchange

I generally play on a private server with a few good friends. I've played on this server for a good month or two.

Except about a week ago, All of a sudden the game would become more unresponsive during loading times. During any mapchange or connection to the server, it would always give me the text "Getting Workshop #(insert number)".

I have written all of these numbers down, and will provide each of the links to said workshop items here:

As you can see, being forced to download all of these items at each connection causes my waiting time to be around 20-30 minutes, making the server unplayable to me.

I have come to the conclusion that these are all files that were installed on the server at some point. And I have confirmed that this issue does not happen to me during connection to any other server, except for another friend's, who seems to have mostly the same files installed.

This problem in question does not occur to anyone else who happens to frequent the server. I am also not the server host.

Here are the following steps I have tried to no avail:

[I]Verified my game files[/I]
[I]Reinstalled Garry's Mod from a fresh slate[/I]
[I]Unsubscribed from all Garry's mod Workshop items[/I]
And lastly: [I]Installed all of said workshop items[/I]

Here is what my addons folder looked like after I had tried that last step:

Yet garry's mod still forced me to download all of the workshop items, even though they were clearly in my addons folder.

Please help me.

After attempting [URL="http://facepunch.com/showthread.php?t=1325727"]this post[/URL]'s instructions on how to remove corrupted workshop addons, the problem still persists, but the console errors seem to have changed:

Now, all of a sudden, none of my subscribed items actually download.
