I am posting to request some assistance with a graphical issue I am having in Garry's Mod 13 on Steam.
Apparently water in the TF2 maps that I load up, is non-reflective and gets dark quickly after a foot or two deep.

From my searching on Google, the steam Gmod community forums and the Facepunch forums I have found nothing on my specific water problem.
Found plenty of things on full-black or full-white water, and the black & purple missing texture pattern, but nothing on non-reflective water.
I remember I was somehow able to solve the problem in the past (like a year ago) but I can't remember what it was.
Tried messing with -dvlevel in the launch options, didn't help when I tried forcing DX 9 or 10.
I've also tried a few combinations of the water detail, color correction and the HDR settings.
The only game I have mounted is Team Fortress 2, all the others available to me have no check-mark next to them.
My autoexec.cfg is empty and I have no 'tweaks' or launch options applied.
My default video settings are. . .

I would try messing with Shadow detail, and Shader detail. If nothing happens it could be the map possibly?
What map is it that you're seeing it?
I can try messing with those settings some more tomorrow, I haven't got though many combinations so far, cause Gmod seems to naturally take forever to load for almost everything now.
But that's a different topic entirely, lol.
The map is koth_lakeside_final, facing out to the water near the center point.
Just got home from work and tried more setting combinations, even tried slowly going up from the lowest possible graphics settings and still no dice.
I'm also having this problem on [URL="http://cloud.steampowered.com/ugc/451779274295358368/81C80EC640D55E18287B4FBADEDA00A59B68D26F/"]cp_gorge[/URL] as well.
The Shader Detail setting only seems to control if the moving water texture is visible at high or just a solid flat blue color at low.
I think I'm starting to remember properly now, I did actually solve this problem before. . . except it was in TF2 and not in Garry's Mod. . . *blushes*
I tried those console settings you gave me Pine, sadly they didn't work either.
I checked in Construct, and the water there is behaving and reflecting exactly as it should be.
I'm not gonna blame the TF2 maps, so much as, it seems that Gmod just isn't compatible with them as far as water effects goes.
Maybe it might get fixed once Garry is done with his other projects.
I'm gonna keep checking back on this topic though, just in case anyone has any additional info, or knows if there is a way to get the TF2 water to look correct in Gmod.

It's exactly how you explained, but my settings are different and probably all of my hardware, too.

Yea, I think this is more of an issue with Gmod, not a bug per se, but an incompatibility.
Probably the same thing that causes certain Half Life/Counter Strike textures to appear in TF2 maps until you subscribed to a TF2 map texture fix on the workshop.
Perhaps this issue could be solved in the same fashion as those texture fix addons? *shrug*
