I've had this problem since last year (It's actually the reason why i haven't played it in a whole year), one day i noticed that the hud had disappeared, i've tried the following:
Uninstalling steam/garry's mod and all content i installed for the game (All source games and half life's)
This problem also happens on half life
You can clearly see that only the health and ammo is showing, the screenshot was taken straight after i changed weapons

And even when i zoom in there's no border, just a crosshair

I don't see what the issue is, or am I blind?
Uhh, it looks like it is supposed to look, I don't see anything wrong?
The bar at the top doesn't show up, the weapon change bar
Do you have fast weapon switch enabled?
I feel pretty silly, but yeah, i did have it on, thanks man
