Cannot completely reset gmod

I want to COMPLETELY reset gmod including the addons and maps and i tryed removing local content, when i re-install it all of the addons just get downloaded again, i tryed deleting the gmod folder, same thing happened but when i go into the steam folder then steamapps it dosent say my username it says common and in there is the gmod folder so i think it might have to do with something about that?

1. Turn off Steam Cloud sync for GMod.

3. Delete any garrysmod folders you have, whether they are in common or (username).
4. Delete local content.
