Since that is a SteamCMD error, there's nothing we can do about it to help you, contact Steam support for help with Valve products.

I understand this is steam related but, its also machine related as steam cmd works perfectly fine on my home computer.
And that makes it a Facepunch problem how? We cannot physically help you with problems of SteamCMD, we did not make it.
