How do people do the bots stuff so like Bot01, etc

What the title says. I am making a TTT server and I need another person to be on to try it but I see that some people just uses bots. How do I do this?

The "bot" command in your server's console.

You don't need sv_cheats 1 for bots in GMod.

I just typed in bot into console and I am superadmin. Does this work when im in spectator mode?
