Post processing settings not saving across restart/map change?

Hello.
I recently tried using a few post processing effects to improve the visual quality of my game (because, fuck, it's the Source Engine). They worked fine until fairly recently- the new patch, I believe; they would save across map changes and take effect when I started the game. Now, none of my effects are automatically activated- I have to manually enable them on my client for them to work. If I change level, they deactivate again. This is very annoying as I used to be able to run these while on a server, but I can't now if I don't have access to my spawn menu.
Any and all help is appreciated.

This is normal, it was made so to prevent assholish servers to make your screen black on all servers and singleplayer.

Ah, really?
Hmmm... Is there any way to disable it, or is it hard-coded?
