Limiting the use of the physics gun and removing the "V" button

Basically when me and my friend play together using evolve he messes with the stuff I build, or when building houses and armies he uses the V button to go through stuff, so I was wondering if there was a way to not let him use the Physics gun on the stuff I spawn, and if I can remove the thing that allows them to fly.

what is the V button? Noclip?

sbox_noclip 0

sbox_noclip 1 to enable

sv_cheats 1 or 0

I guess. I know it allows you to fly and go through things.
