Read title. Everytime I push ` to open console it crashes my gmod... This is a problem since I'm the owner of 2 communities. This has been happening for awhile now and I have tried looking it up. I found this (-dxlevel) someone said to put in launch option. I haven't tried that yet. If someone can help me that would be awesome.

Also on a completely unrelated note. When I ban someone or anyone on my ttt server bans someone it says they banned console. Why is that?

Try launching with that. That's how I fixed the console crashing my game.
