SRCDS problem!!! Connection Failed after 4 retries

Hi, I making a new server for my friends but they can't connect to server! Them error is: Connected failed after 4 retries.

I tried with 27015, 27005 ports.

If I check it in Programs it said "Ports are unreachable or closed"!

Please help me!
