Have you tried re-installing the server? Cause i had same problem and i had to re-install.

I've had this problem happen to me before.

1. Is your router properly ported for the server?
2. Is there any other IP address that is ported to 27015?
3. Usually a Third-party program has a tendency to conflict with port's that are already open and cause's your server to switch to another port:

WARNING: Port 27005 was unavailable - bound to port 27006 instead
WARNING: Port 27020 was unavailable - bound to port 27021 instead

So try ending any program's/games running in your background (Ex. Skype, Garry's Mod, Tunngle, Hamachi, Etc..) For me it's usually garry's mod that causes this problem.
