DarkRP cant arrest players without them being handcuffed

Hello, when ever I try to arrest a person, when he does not have handcuffs I get the following output: [DarkRP] You must handcuff a suspect to arrest them!
I tried looking at the darkrpmodifacationmaster settings.lua file , didnt find anything there saying hand cuffs, took a look at the disableddefaults.lua didnt seem to find anything there.
