Error Loading Cfg/trusted_keys_base.txt, and Cfg/pure_server_minimal.txt

I have been trying to set up a server for me and my mates to play on and in the console when loading it up i am getting these error messages. so far all i have done is install all the server files from SteamCMD, set up the batch file and tried to load it and am already getting errors :/, i haven't installed any addons onto it yet so i'm confused as to what is causing there errors. i have tried verifying the cache integrity and no difference has been made. also it is saying that "Nav File is wrong or something <4>". the only other post i could find similar to this didn't help :/
