Connection failed after 4 retries

Recently, I have been trying to connect to my bought gameserver but it constantly tells me "connection failed after 4 retries"

What has been tried sofar:
- Restarting computer, Garry's mod and my router
- Checked DNS settings
- Company changed IP of the server (moved to a new box)
- Tried to connect with firewall and anti-virus disabled

Upon running CMD with ping -Server IP- I got 4 timeouts with 100% packetloss.

And running CMD with tracet

Now the wierd thing is that this all happened yesterday, today when I connected, it worked untill a hour ago, when it started AGAIN.

Can other players join the server?

Yes, other players are able to join and I can see the server status and playercount when I add it to my favorites.
