physgun color issue

I wanted to use a certain color combination
red 0
green 128000
blue 500
but it wont show up for me but it shows it for every one else here are some screenshot to show more specifically.

here is what i tried:
reinstall
verify game cache
suicide (in-game).

I believe that was patched a long time ago
