Problems starting a server, not showing up in master list and unable to connect with outside IP

My apologies if the title is not descriptive enough.

27015 TCP forwarded and checked using [URL="http://support.nightlydev.org/tcp-udp-port-scan"]Nightlydev port scan[/URL]

27015 UDP forwarded and checked using [URL="http://support.nightlydev.org/tcp-udp-port-scan"]Nightlydev port scan[/URL]

27005 UDP forwarded and checked using [URL="http://support.nightlydev.org/tcp-udp-port-scan"]Nightlydev port scan[/URL]

sv_lan is set to 0 in server.cfg

I can not get the server to show up in the master list and i am unable to "connect mypubliciphere" in console to it.

Server is running Quake TDM/Razborka! and was set up using these guides:
