When I spray my image on a server (the server allows custom images) no one can see it but me. I have done everything I could find to try to fix it and other players still can't see it. I have uninstalled and reinstalled the game. Changed settings multiple times according to what other players have said will work and it still won't show up for other players. The image size is 13.5 kb and is a .jpg. I have tried other images that are equally small and they too aren't able to be seen.

I've tried that and most of if not all of the commands people have already used to fix it. I really dunno why it doesn't work.
Is it your own server, or someone else's?

If it's your server you could try it out.
If not, try it out in singleplayer, and if you like it there you could try convincing the server's owner to give it a shot.

Commands like sv_allowupload are for servers; it's no surprise that it didn't fix your issue doing it clientside.
