Whenever i start garrys mod it says that it has a NoSteamUser error, but i'm signed in.

That won't even do anything, the error has nothing to do with the game or game files, it's a problem with Steam API not loading.
Most common causes and how to fix them are outlined inside the error itself. Most likely Family View is enabled and set to block the game from launching.
