How to repair multi-bug/error ;-;

Hello, friends.
I have a gmod paid server with TTT mode. Many things are good-working. Buuuut... There are bugs and errors too. And I, like my friends, dont know how to repair them.
1. Dead person can write on allchat. Voicechat for dead is only for dead, but not ,,text chat".
2. Rdm Meneger is working ONLY for admin rank. Not even for super admin. We tried everything, but still not working.
3. Props with no collide. We have css files from SteamCFG and mount file. Maybe I have bad settings in mount file. Line with cstrike looks like --> "cstrike" "C:\steamcmd\steamapps\common\Counter-Strike Source Dedicated Server\cstrike" . Cstrike folder is in Server_4148/cstrike. No steamCFG in server files.
4. Our server dont want to force download any addon, map or skin.

Some of u will tell me ,,Heh, u are noob. There is a google, u know? Go find there a help". Heh, I did it many times. Still cant find a help.
