My GMOD was making both my monitors go black when I tabbed out or joined a server, to fix this I am using -dxlevel 81 in my launch options.
However, another issue has now arose whereby the game just crashes when I join a server. I have tried joining multiple servers and all yielded the same result.
I have tried: reinstalling and verifying.

How much workshop addons do you have installed? That could be an issue.
Also, try reinstalling TDM cars, seems that the materials aren't loading.
