Npc Fire ALL Weapons

I was just try to find a way to get NPC Combine men to fire a stuff gun or Zat gun is there a way to do this or some think i might need to download to make this happen?

Certain weapons aren't coded to work with NPCs / would require AI too advanced for the HL2 npcs.
