I start up Gmod 10 just fine. Load up GM_Construct and it looks like this

Also when i kill an NPC it crashes. I tried setting the launch options to dxlevel80, and adjusting video settings, but nothing changed.
How do i fix this?

UPDATE YOUR VIDEO DRIVER
Video Card Model, looks like you have a Intel GMA
Your GPU is overheating/running out of memory and Source 2009 Particles (Blood that comes from NPC when shot for example, Or explosions) Crash Intel cards.
i fixed this. doin the driver stuff. thanks all
