Mainly caused in Vista because localhost has been removed.

Try actually reading my post and the topic before flying off that handle and calling my stuff shit.
People where having problems with the ip part of it, I tested this my self also with two computers and two completely different networks.
If the port was specified it would still fail on IP point, Microsoft removed "localhost" as a network address in Vista.
If you where to go to [url]http://localhost[/url] in XP it would resolve to your own IP, however localhost in vista goes nowhere because it does not exist.
This is what I mainly wanted you to read.

If you trying to run a dedicated server and your friends can join but you can't join it your self, add this to your "Set Launch options" in the game's options on steam. NOT THE SERVER.
+hostport 27016 +tv_port 27021
This works for Garry's mod 11, Team Fortress 2 and Synergy and i sure it works for all the other games that do this.

You need to open your ports from router and any firewall programs. It's complicatedish
