How do I change the description of a default tool?

I want to change the description of some of the tools so they are more helpful (e.g the balloon tool).
How can I do this? I can't seem to find a folder for tool config in C:\Program Files\Steam\steamapps\[myname]\garrysmod\garrysmod

Does anyone know where it is?
