Well it appears any of my NPCs aren't talking. They don't even make a sound. They make no lip-sync at all either. No voices whatsoever. Even the Fast Zombie. He's muted. What can be causing this problem?

Well.. Only NPC's That talk are Citizens. How?
Put Ignore players, Keep Corpses and allow join squad on and press a Refugee/Citizen Chest. Then it speaks something like "I dream about cheese" and other stuff that you hear in HL2.
