Hello, this'll be my first thread here.
My friend and I are wanting to start our own DarkRP server. However, we're in doubt wether we should buy hosting from a professional company or his old desktop can handle the pressure. His specs are Intel Pendium processor, 4-6GB RAM (he doesn't know that yet) and a fine graphics card. His internet connection is 30 M/bit. Are these specs enough to handle ~15 players? If not, where should we go for game server hosting?

Intel Pentium is an entire brand of processors that have been produced since 1993... You need to be more specific. In my case: Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz (8 CPUs), ~2.7GHz. Assuming it's a Windows machine, all you need to do is type "dxdiag" in the Search or Run bar to get comprehensive specs.
But judging from what you say (if you do have 4-6 RAM and that connection, and a solid CPU to match that RAM) then you'll be fine. From what I understand about server hosting, you don't even need a graphics card as all graphics are rendered clientside. The load is much more on the CPU, RAM and bandwidth. As long as his bandwidth isn't capped, and won't be throttled, and your friend won't get berated by his family for eating their bandwidth while they try to watch Netflix, those specs sound fine.
Hosting your own dedicated server, if you can manage it, is much better than a hosting service because you can gauruntee persistant performance and can see and fix problems a lot faster. But if you don't know much about computers, and you're that keen on hosting a server, it's probably better you shell out money for a hosting service. I hear good things about NFOservers.
To run a server, you need upload speed, download speed doesn't really matter. Go to speedtest.net and test your speeds and then post back the result. For 15 players, I recommend that you have atleast 2-3 Mbit/sec upload speed.
What's his upload? That's much more important than download.

Ah, right. I forgot not everyone has upload speed that matches their download speed, heh. Svenskunganka's estimate sounds about right judging from a couple estimates I've heard from server owners.

It doesn't have 8 CPUs. It is 1 CPU with 4 cores and 8 threads. The CPU he uses will run a 15 slot server like a charm. If he decides to upgrade to more players, like 24-32, I would highly recommend him to get an Intel Xeon E3-1280v2, Intel Xeon E3-1230v2 or Intel Core i7-2600K. Those are some powerful CPUs.

Looks like a good place to rent a server, although I've found better prices elsewhere. I'll have to think about it, and go from there. Thanks for the help guys.

Also no, you don't need a graphics card to run a server. If you're planning on running a server from a local machine, just make sure it has a video output for initial setup. After that, you can remove the monitor from it and just use SSH to control it. There are ways of installing it without a monitor at all, however if you already have a machine with an onboard graphics card you might as well set it up with a monitor initially and remove it later

I think suggesting OP control his server entirely through SSH might be expecting a bit much from the poor guy, especially given he's not entirely sure of his technical specs, heh.
Chances are good that the computer you're using will have an integrated graphics solution/chipset built into the motherboard, unless it really is [I]quite[/I] old. That means that you don't actually need dedicated a graphics card to get basic desktop rendering and video output, which is all you would need to set up the server.
