Garrysmod 13 Server wierd error

when i start my server i get this error

c:\srcds....bin\game_shader_generic_garrysmod.dylib is either not desinged to run Windows or it constaains an error.Try installing the programm again useing the original installion media or contact your system administrator or the software vendor for support.

i have uninstalled it many times.

i also get error that

connection failed after 4 reties

i had server on gmod12 and gmod 13 beta
but now on gmod13 this thing happens

i am useing Winows 7 ultimated 32 bit
protessor:Plentium®Dual-Core CPU E5200 @ 2.50GHZ
Ram:2GB
videocard:ATI Radeon HD 4300/4500

ok i reported that problem and right now waiting for email that would explaint how to fix or something like this, il share it here too.:D
