By looked at what it says, one can find out when it occurs. If you do not understand, this comes up when I try and start gmod.
Well, from searching most threads similar to this one, I suggest restarting steam.
Oh, and verify your game cache by right clicking on GMOD in steam, and going to properties. Should be right there in front of your face.

I have my fingers crossed. Im doing it now. And the verify game cache is in the third tab.
I tried to restart steam...son of a bitch >:(
I closed steam and tried to open it again. Now it says there's a copy of steam already running. I don't see it in task manager under any tabs.

Perhaps try restarting your system? That happens to me sometimes. Wait about 10 minutes and it usually allow you to reload steam.
