If you've not done it yet, grab the latest Nvidia driver.
Try to force it into using an older version of directx, by adding the following code to your launch option
-dxlevel 81
If that didn't help, try to force a video reset by using the following code instead: (remove the -dxlevel 81)
-autoconfig
You might also want to update/reinstall your DirectX

If nothing else worked for you, my best guess would be that your graphic card is broken, if you could try to replace it with another one temporarily to see if that would fix your problem, if the problem persists, you'd know that it's not your graphic cards fault.
How to set a launch option:
1. Right-click on the game title under the My games tab in Steam and select Properties.
2. Under the General tab click the Set launch options... button.
3. Enter the launch options you wish to apply (be sure to separate each code with a space) and click OK.
4. Close the game's Properties window and launch the game.
thanks!
