I'm trying to get my server to run TTT out of scrds, however when I start my server up it defaults to sandbox. So to try and fix it I put in sv_gamemode "terrortown" and sv_defaultgamemode "terrortown" into my server.cfg (These are the only 2 commands in my .cfg). Even after doing this it still starts up in sandbox. Looking for possible fixes.

In the startup command, use +gamemode terrortown; that's what I do.
