Help with collision issues.

Alright my fried has a gmod server and we're having issues.
We're running the Trouble in Terrorist Town mod but there are two problems with collision.

1.) People are able to walk through each other. How do we make players solid?
2.) Players are tripping over ragdolls, how do we make players pass through ragdolls?
