First you have to have the loading html page on a webserver.
After you have done so add +sv_loadingurl "URL" to your server's command line NOT THE CFG FILE.
Also leave out the [url]http://www[/url]. part of the url or it will not work.

View the source code of [url]http://loading.garrysmod.com[/url] and start off by editing and viewing the code of that.
