As for the rts, I've seen at least two people working on this in the What are you working on? Thread. One of whom was Blackopps but I can't remember the other.
I got this one gamemode off of Gmod.org that was called ARTS that was similar to this but definitely not it. It's still a pretty cool gamemode with different barracks that spawn different units and there are even helicopters and gunships but it could still use some work.
There was this Melon based RTS. Can't remember it's name.
oh yah melonwars, I never figured out how it worked tho.
It still looks cool, and there are a few dozen maps on Gmod.org for it, too.

Melon wars would be on Gmod org me thinks...

And ARTS is on gmod .org too, just search ARTS.
