okay so me and my friends do this thing where i set up npcs and guns in maps, the only thing is when its their turn to play they have the q menu available to use, i like fretta game mode because it sets u up like u were playing an actual campaign. the only problem is once u start a game like that, how the heck are u able to set up props or npcs? i know their must be a way to open and close admin settings so that when i do setup a map, that when i save it, i can re open it in a fretta mode, is it truly possible?

Fretta is not meant for NPCs and props, it's meant for the gamemode that the players have chosen. If you want props and NPCs go play sandbox.

right, is their a way to be in sandbox to set up npcs and then turn off menu and play as if u were in a game level?
