2. uploaded my garrysmod folder from my srcds folder to site folder

I hate to say it but...
You have to remove the // from infront of sv_downloadurl
If you had read my server.cfg it would have told you that // makes something a comment and ignored by the config reader and not ran as a command.
You are also running "joshs steam id 0:0:24682114" as a command which is not one.
Your rcon password is also pretty decent however you just uploaded it to your website which was a major mistake.

I only spotted the fail.
as quoted above this will help you out a ton

Make sure the directory's match up (ex. garrysmod/maps will need to match [url]http://yoursite.com/garrysmod/maps[/url] etc)
As for uploading your whole garrysmod folder is not needed (and can be a security risk) you only need a few folders, here is the list from the wiki page of folders that would be a good idea to upload
cache
models
materials
maps
sounds
resources
make sure you have that somewhere in your server.cfg file
sv_downloadurl [url]http://yoursite.com/garrysmod[/url]
sv_allowupload 1
sv_allowdownload 1
One thing with ASSmod/PCCamps MOTD plug in and download url you may also have to copy the motd to your web server as well or your motd wont load and users will be stuck on the MOTD screen (data/Assmod/motd.txt) any time you update your motd remember to copy it to your web server. i don't know if everyone else has had this issue or not but if it happens to you give that a try.
That's kinda quick summary of the wiki page read it and i guarantee you will have sv_downloadurl working correctly :p
Goddaddy do not like sv_download url and will cap your speeds. Just a heads up.
