Help! whenever I change the resolution and/or the window or fullscreen option, restarting gmod just goes baack to the default options. This is making me mad. help plz?
So you're saying the resolution doesn't change? What resolution do you want? Try this:

So, if you wanted 1280 x 1000, you would enter "-w 1280, -h 1000" without the quotes.
Or, enter -windowed if you want to run the game in a window.
