Just wanted to know how to make a multiplayer and have my steam friends join it. when ever i create one my friends say they cant join because the server isn't responding.
You have to forward the ports to your router adn give your friends your external IP which you can get from here www.whatismyp.org. If you have a search on the forums there should be a guide on port forwarding but its sometimes specific to your home router.
In addition to the post above you want to considering listen over dedicated and vise versa.
Since you obviously want to play with friends, A listen server would be fine for your uses, thought since the server is ran locally, it usually runs a bit worse than a dedicated (under the conditions I am about to explain)
Now dedicated servers are great if you have the money to shell out, or an extra computer with an internet connection.
Pretty much any secondary computer can run a dedicated server, as long as it has internet and runs windows 95 or higher.
You could, if you really wanted to, run a dedicated server from the computer you game on, but that would result in horrible performance.
I hope I was of assistance.
