like if i make a submarine i want it to have no water underwater inside it so is there a addon that makes water not be able to come in if you have sealed of evrything

Nope. Source Engine can not support water dynamics. I'm unaware of any game up to date that can.
Other than 2D games, there isn't I believe. Maybe at most GTA I think. But it isn't the kind you think. It just make waves in the water.
Cryostasis: The Sleep of Reason is able to support water physics.
Although, you need a helluva rig to run it.

It sucks, the viscosity is broken, you can't 'step into' the water, you can only walk on top of it, it lags the game to shit, etc, etc,.
It's not possible with the source engine.
