Hey guys, I was just playing some single player (was bored) and after I spawned and killed Odessa, it came up as Citizen when I killed it.
I do remember in GMod 12 that it wasn't just a Citizen NPC re-skin but an individual NPC, not sure though.
Pretty sure it's from the actual HL2 files. I don't have any Odessa NPC addons.
I think he is just a citzen npc with a other model on him
I cant find his npc code any where
