How do I use lighting with the camera tool?

As you may or may not know, I do a lot of comics and otherwise sequential art, and I need to use the camera tool to ensure consistency between screenshots.

However as I have been experimenting with lighting, I've run into a huge brick wall: Lamps and lights do not have any effect when using the camera tool's point of view.

Exactly what am I supposed to do when I need precise consistency between screenshots while still making the image look good?

Edit: Camera TOOL, as in the sTOOL not camera GUN. Seems people seriously not know the difference.

Edit2: It's only lamps that aren't working with the camera tool. Lights still work, but the tutorial I am following says to use lamps, not lights...

Edit3: I've found the problem. Lamp toggle is bound to delete on the keypad.
