There isn't much to say about this problem. I run my server, join it, and set the doors as I need them (some not allowed, some government, etc.), but if I change the map or restart the server they go back to all being ownable (the default).
I have tried deleting the database file to no avail.
Does anyone know how to fix this? If not, does anyone know how to (or if it's possible to) save/load games via lua on a multiplayer server so that I could just load a game that had all the doors saved? The lua load would also be helpful for saving the locations of props I place throughout the map.

For anyone else having this problem:
In your admins.lua files MAKE SURE you put the admins in at the END of the file.
