You don't. You [i]used[/i] to use liquid nitrogen to cool fusion reactors, but nowadays they use water instead. As a resource, liquid nitrogen has pretty much been deprecated, even though caches still have it listed.
Edit:
If you happen to be using an older version of SB3, you would use a Liquid Nitrogen Compressor, under the Generators menu. Takes power and gaseous nitrogen as input, and outputs liquid nitrogen. For the record, this device is not present in the current version.
