Heya, your post is a little vague. By random weapon and ammo, what gamemode are you referring to?
If you mean Trouble In Terrorist Town, then download this tool

Open up a map in sandbox, press Q and you'll find it under tools. This addon allows you place random weapons and ammo around the map and it's very very simple to use. You then export it and find the .txt file inside garrysmod/data/ttt and then drop it into your server's maps folder.
