Ask a few friends to join your server until more people join. If it's good, then people will stay and more will join, which establishes a strong community and playerbase. From there, get the staff from your playerbase. It's not wise to ask for players/staff on here as most will troll you or try to grief your server; also, as a note, hours on GMod has nothing to do with experience. Anybody can AFK.
This is the worst way to get new staff or players. As code_gs said, only trolls will join and 10-year olds will just spam the chat with: "CAN I HAZ ADMIN?!" Just host your server, advertise it if you want, but don't [I]ask[/I] for players. And when you don't have things under control anymore (like players breaking the rules) you can ask the most reliable person if he's interested in being an Admin.
