Well, your CPU isn't that great and I don't know anything about your graphics card yet so please post details about that in your next post.
You should try lowering your graphics drastically and maybe consider upgrading your PC as I'm guessing the entire box is outdated.
Make sure you take into account that you shouldn't host on the computer you're playing on. Also like Svenskunganka said your CPU is extremely outdated.
