Well , i would say you could run alot of servers verry smootherly .
i only have 1GB ram , 45GB hdd , and a 20MBps and have no probleme

Apart from an extra 400MHz speed, you also get hyperthreading with the X3460.

If you have previous experience of Linux then you're more than welcome to try it. If "[root@localhost ~]" doesn't make sense to you, you're better off using Windows. Personally I find clicking buttons much quicker for setup and easier for dealing with problems.

Depends on what game and what's installed on it. GMOD usually takes 120-300mb of RAM if it isn't full of people, so technically you could put 50+ servers on there in regards to the RAM but the CPU wouldn't be able to handle it. You will most likely use a lot more RAM. If your server loads a lot of content (e.g. sandbox or RP servers), then each server could take up to a gigabyte of RAM.

For 60 slots 3TB should be fine.
3TB/Month is enough i have 2TB/Month and that's fine we hit around 1TB total.
And your processor doesn't really matter much, my dedicated server is running on Amd X4 965 3,4GHZ and 8GB ram. I can run about 10 servers fine. It's more about your garrysmod server. We have one server that's over 10GB worth of addons and with only 10 players it already lags a bit (80 ping) but with 5 almost clean servers with 32 people playing we aren't recieving any lag. (ping around 50)
We do have a 500mb/s upload and 1GB/s download connection.
In short take care of your server clean it up once a month and it will run fine.

I've never used more than 3.5tb, and that was the summer months with 75+ people online most of the time, 3tb is fine.
Go for Windows Server unless you know a decent amount about Linux, I love my CentOS box but I am still having quite a few problems with Garry's Mod on Linux.
I never used up more than 60% of a X3460, I would probably opt for a Q9300/Q9400 or Q6600 if they offer them. You won't use up most of either of those.

I have three servers, normally with around a total of 60 players online. I don't think we've gone over 2TB in the last 9 months.
The highest RAM usage of scrds I've ever seen is around 800mb. You've got plenty of ram
I use an old laptop from 2004 with a whopping 512mb of ram to host a 16 slot server. It runs fine, CPU idles at 30% with 4 players and about 20 props each. As for networking, it depends on what's going on. Then again, I killed most of the core parts of windows, made it run in command prompt, and have it restart when it crashes. Changing map is the slowest part, seconded to picking up alot of weapons really quickly.
